RI looked at the trivia section of IMDb and found nothing about Tom Riker becoming Voyager's first officer, however it does say Michelle Forbes was asked to return as Ro Laren for Deep Space Nine and for Voyager, but turned it down. Speculation according to that site was this is where B'Elanna Torres came from.

RI'm not sure who "Jon" is, but the answer is no... There are no new concepts for television currently under development within the Star Trek franchise. RThe show never got popular enough, however there are still clips from the show on youtube and on google videos section, just remember to put "The Paranormal Borderline" and I will put a link below to the video clips for this show on Google. Back in the 90's many television networks were far too conservative for paranormal television shows, unlike now where you can find a show on nearly every network dealing with the paranormal.

Even when an actor has a role that is not listed in the movie credits, it typically can be found elsewhere and I find no such listing for the Riker dude. He spends more time directing now than acting.
